About 4% of students in European Union member states are registered special education program [15] - similar rates are reported in other countries, e.g. in the USA [8]. Specialist scientists (see teachers, educators, psychologists, speech therapists, occupational therapists) argue that the percentage of children who need special education can be much higher, (above 10%) since many cases are not recorded for various reasons [14].
